Description: The building faces east and is a three story black colored siding, limestone, wood, glass and concrete structure. The building was the former Wellmark Building and J C Penney Building remodeled in 2013 to 2016. The rectangular shaped building is located in the center of Des Moines on the north side of the courthouse. The first story has buff colored limestone. On the second and third stories are vertical windows with black colored siding. The roof line is flat. In the interior there is a spacious lobby on the east side of the first story. Open stairs ascend to the second story with glass lighting fixtures. There are 14 courtrooms for the County Family Court and County Juvenile Court. The building houses the County Juvenile Court and County Family Court of the 5th Judicial District. The building is named as the John P Sarcone Justice Center. On the south side is the Polk County Courthouse and on the southwest side is the County Criminal Court.
