Description:  The building faces northwest and is a three story concrete and glass structure. The building is located in the center of the city along the state line with Arkansas. The building is located in the center of Texarkana and is “L” shaped with a northwest wing and a southeast wing which crosses the Arkansas State line. The northwest front has a glass panel entrance towards the north side. The windows ate horizontal with vertical concrete dividers. The roof live is flat. The building houses the Sixth Court of Appeals on the second story and County Justice Court. The building is named as the Bi State Justice Complex.

Description:  The building faces east and is a two story buff colored brick and concrete structure. The building is located in the center of Texarkana. The east front has a north and south entrance with white colored semi-circular projects above. The first story windows are horizontal. The roof line is flat. The building houses county offices.
