Location:  15 North Cameron Street / East Boscawen Street

Built:  1900 – 1901

Style:  Romanesque Revival

Architect:  Frank H Jackson of Washington DC.

Contractor:  Frank H Jackson of Washington DC.


Description:  The building faces east and is a four story buff colored brick and concrete structure. The rectangular shaped building is located on landscaped grounds in the center of Winchester. The east front has projecting sections on the north and south with gables at the roof line. At the center of the first story is the arched entrance. The windows on the second story are arched. At the top of the hipped roof is a square cupola with clock and steep roof. In the interior, the third story was a two-story theatre. The building contained a courtroom. The building is named as the Rouss City Hall. The building was renovated in 2019.  The architect was Reader & Swartz Architects and the contractor was Lantz Construction of Winchester.

Description:  See Frederick County – The building houses the City Circuit Court, City General District Court and City Juvenile and Domestic Relations Court of the 26th Judicial District.

History:  The Independent City was created in 1874. The previos court was housed in the City Hall / Courthouse constructed in 1900 to 1901. The present court is housed in the Frederick County Courthouse constructed in 1982 to 1984,
